Description
Some kind of administrative acts are linked to files and others are linked to operations. The actual "Type d'actes" table must be split with another table only for Acts linked to Files, ex : "Art. 10" responses are only linked to files and not to operations.
So the DB must be update to consider the addition of another type_act table.

Another solution has been adopted: an "intended to" column has been added add to the current act_type table. Two choices are available "Archaelogical File" or "Operation". Maybe a "Both" choice?
Forms have to filter correct act types in context.
