Description
An operation could be created without a file even if the FILE MODULE is not activated. In fact this feature is particulary handy for old operations or lost references...
In that situation (no file linked) any commune or parcel can be added and not only those already recorded in the File. This will be the classical use of communes and parcels if the FILE MODULE is not installed.

If that OPE is not linked to a file there must be a reminder to the user in the confirm step so that it's not something that has been forgotten.
