OPE should appeared in short menu( upper right) if :

• the user is responsible of that ope,

or

• the user had created that ope.

At this time some user's that have created OPEs can't see them in their short menu. i.e. 2013-76 and 2013-77

IF someone modified an OPE then that ope appeared in user's short menu : that shouldn't be
