At this time the referent for a file is a PERSON possibly reltated to an ORAGNISATION, some users found this too complicated so :
- referent should be a txt (100 char max)releted to FILE
If the general contactor is a PERSOn and not an ORGA then the PERSON table is used...
this is applicable to general contactor and land planning services.
