A type of parcel of the PUBLIC DOMAIN should be possible.
Maybe a radio button ? (Public domain)
As a research should be possible for that kind of parcels may be we should add a section DP with no parcel numbers.
A search in parcels with non numbers (only section) should then be possible.

Currently we can add parcel with section "DP" and parcel number "-". Is it a correct way of managing it? (with appropriate help text to be provided)

"DP : - " don't seems to be the good way as "DP" could be a regular section reference : i.e. 2014-647
