This leads to CONTEXT RECORD without parcels, tagged as error (no parcels selected) when we try to modify.

When parcels are compulsory for CONTEXT RECORD : parcels should be chosen (and compulsory) when creating a CONTEXT RECORD from OPE sheetfile (green button),
When parcels are not compulsory CONTEXT RECORD : parcels could be chosen (not compulsory) when creating a CONTEXT RECORD from OPE sheetfile (green button).
