Description
Only for preventives projects :
Town planning services (service instructeur) [not compulsory]: this must be a link to Organisation (with a planning service tag : example a town can be a Contractor AND a planning service, at that time it must be entered twice - wich is not a problem -). If not present a link to a creation page must be provided (like the "+" in Django admin),
Type of Permit [not compulsory] : this must be a link to a Type_of_permit table example : PC, PA, PD, ZAC, CU, etc...
Permit's reference number [not compulsory] : A string, as there are not only numbers in that kind of reference. It's not compulsory as there are kind of files that haven't got one.

"The link to a creation page must be provided (like the + in Django admin)" as been defered to the ticket #113
