DEFAULT MENU / FILE and OPE must be linked

Description
If a file as been selected in DEFAULT MENU then only the OPEs linked to that FILE must be displayed.
If no FILE is selected then all OPE linked to the user must be displayed.

Not as easy as it seems to keep the page smooth: if we don't want to reload the whole page forms as to be generated by Ajax request. Doable but perhaps not a priority while many forms are not yet implemented?
Priority set to Low. If it is not feel free to rechange it.
OK. The Default menu is still a good and simple feature. We'll keep this for further upgades.
