Description

We should only prevent double recordings with same number and year. At this time Even when recording old OPE, we should be able to record an OPE with any number, but not a number/year already recorded.

This only for MODIF, in ADD process the numeric reference should be last_record +1

In fact you can add a lower numeric reference: the error message only suggest a higher number. A more explicit error message ?
